According to RBC, The Bank of Russia has developed a new reporting form to combat unregistered crypto exchangers, online casinos and companies, accepting payments to personal accounts.
According to the publication, citing three sources, The Central Bank of Russia sent banks and financial organizations a new reporting form. The document obliges organizations to provide information about individuals, involved in transactions. Deputy Chairman of the Board of Sovcombank Oleg Mashtalyar said, that the Central Bank will begin tracking transactions of individuals from January next year.
A representative of the Bank of Russia told RBC, that the innovation will optimize information, которую предоставляют кредитные организации о транзакциях. Эти данные будут использованы для изучения рынка и формирования статистики. Представитель платежного сервиса QIWI подтвердил, that I received a new reporting form.
According to the document developed by the Bank of Russia, credit institutions will be required to provide data on transactions between individuals for the following operations:
from card to card;
from account to account;
с электронного кошелька на электронный кошелек, с карты на кошелек и обратно;
со счета абонента оператора связи на кошелек или карту и обратно;

Ответ Банка России
Some time after publication, a response from the Central Bank of the Russian Federation appeared.
The regulator reported, that he does not plan total control over the operations of citizens, однако будет собирать обезличенные данные от кредитных организаций по P2P-транзакциям. Запросы в банки будут делаться исключительно при наличии риска использования счетов для незаконных операций.
“We are talking about huge sums in a matter of hours addressed to the same recipients, when it's clear, that these are not ordinary calculations, which are used by citizens or small businesses, but an obvious attempt to conduct illegal operations".
The Central Bank added, что решение не предполагает полный контроль физлиц и нацелено на выявление использования оформленных на подставных лиц платежных карт и кошельков нелицензированными криптовалютными обменниками, online casinos and unscrupulous financial market participants for settlements with Russian citizens. In this way, new measures, probably, will not affect ordinary cryptocurrency holders, however, they can significantly complicate the life of exchangers and other participants in the cryptocurrency market with high turnover. And this will lead to a shift to cash payments and an increase in intermediary commissions.
Russia is increasingly inclined to tighten its policy towards public crypto assets. Недавно криптовалютный предприниматель Сергей Менделеев написал в Facebook о получении информации из двух независимых источников о согласовании запрета криптовалют в России.
He also reported, that clients of Tinkoff Bank began to receive requests demanding to provide documents on transactions with cryptocurrencies. A little earlier, Reuters published, citing sources, close to the Central Bank, mining farms ceased operations after inspections by government agencies, that a ban on the purchase of cryptocurrencies may be introduced in Russia.
