The State Duma sent proposals to the Russian government to regulate mining and combat illegal cryptocurrency mining.
Representatives of the Federal Assembly propose to allow electricity suppliers to limit unregistered cryptocurrency miners access to networks. Deputies support the introduction of obligations for Internet service providers to provide energy companies with geolocation of IP addresses, "gray miners".
Deputies propose to clearly stipulate in legislation, what exactly is “domestic and commercial use of electricity”. Deputy Chairman of the Energy Committee of the State Duma of the Russian Federation Valery Seleznev insists, that these proposals should be included in the roadmap for the development of the crypto industry, previously approved by Deputy Prime Minister Dmitry Chernyshenko.
In the concept of regulation of cryptocurrencies, approved by the Ministry of Finance, It is said, that the department takes upon itself the development of proposals for legislative regulation of mining. The leader of independent Russian electric companies En+ Group has already announced, that power outages will only apply to miners as a last resort, when other measures show their ineffectiveness. Energy experts believe, that the measure should not be used as a tool for collecting debt for overconsumption of electricity, but as a way to prevent failure of power grids.
Stanislav Shubin, Associate Professor of the Department of Management and Innovation at the Financial University under the Government of the Russian Federation, explains, that the tough measures proposed by the State Duma will apply only to illegal miners, who place cryptocurrency mining farms in apartments, private houses, garages. Mining cryptocurrency illegally, miners pose a threat to energy networks, Shubin is sure.
Recently, the Association of Power Engineers of the Russian Federation sent its proposals to the State Duma to solve the problem of illegal mining. Last week, Irkutsk electricity suppliers blamed “gray manners” for a fourfold increase in electricity consumption. At the same time, Russian miners are selling equipment amid expectations of strict regulation of the crypto industry.
